For umpires there is minimal change, as the definition of a mention and report remain unchanged, and all mentions and reports continue to be directly sent to Matthew Skinner Matthew.Skinner@qldcricket.com.au by the standing umpire/s on the match.

Doubtful Bowling Action Report Forms are not to be sent to an Association or Club, as Queensland Cricket remains the key point of contact and action on this matter, and will communicate to the Association or Club whilst maintaining the Doubtful Bowling Action records.

The changes to the Doubtful Bowling Actions Procedures are as follows:

1. A second mention within 12 months of the first mention (as opposed to within the same season) will result in elevating a bowler to the next level in the procedure.
2. A de-escalation process has been introduced for bowlers who do not receive a mention or report for a period of three (3) years.

These changes recognise that bowlers may take action to rectify a bowling action that may have previously been doubtful, and to ensure fairness with the mentions process.
